What does it represent? The regional lockout is a programming code, a concept which a company designs in order to prevent copyrighting and distributing a media designed for a device from the country where it’s marketed on the same version of the same device marketed in another country. A lot of products have different types of regional encodings, for example: DVDs, video games, different design protpotypes.

Plus:

no need to enforce regional lockout;

allows items to be distributed at the same time in different places;

allows restriction of some illegal materials;

Minus:

Price is often increased;

prevents legitimate use of certain products which the person bought at a different territory;

creates environment for price-discrimination;

localization is very difficult and tough to achieve
